EU Business Climate Report Azerbaijan 2025/2026
The 2025/2026 edition focuses on key topics for the private sector, such as Azerbaijan's economic development, sector-specific business, investment climate, and emerging investment opportunities. The report places a particular emphasis on the transport and logistics sectors.
The report aims to reflect the latest trends in Azerbaijan's business climate from the perspective of European companies and European investors, operating in the country.
The "EU Business Climate Report Azerbaijan 2025/26" is the eighth edition of a regular study conducted in Azerbaijan since 2016 as part of the "EU-Azerbaijan Business Forum," funded by the European Union. For the period 2024-2026, the project is implemented by the VM Europe in partnership with EU Chambers and InvestBaku.
Insights for this report are gathered from:
* European companies operating in Azerbaijan, including those from the EU, EFTA, and the UK;
* European companies interested in entering the Azerbaijani market;
* Local Azerbaijani companies primarily focused on EU cooperation.
The conclusions presented in this report are based on results of 69 individual responses of the EU Business Climate Survey 2025-2026 and 22 face-to-face interviews with company owners and top executives. The quantitative data for the Report was collected through an anonymous online survey, which took place between March and June 2026.
