AYİB: Qlobal enerji qiymətlərinin artması Azərbaycana əlavə gəlirlər qazandıra bilər

Avropa Yenidənqurma və İnkişaf Bankının (AYİB) iyunun 3-də dərc olunmuş ən son hesabatında bildirilir ki, ötən il Azərbaycan iqtisadiyyatının artım tempində müəyyən zəifləmə qeydə alınıb. Karbohidrogen hasilatının azalması 2026-cı ilin əvvəlində iqtisadi artımın müvəqqəti zəifləməsinə səbəb olub.
Məlumata görə, 2025-ci ildə real ÜDM artımı 1,4 faizədək azalmış, 2026-cı ilin birinci rübündə isə ümumi buraxılış illik ifadədə 0,3 faiz azalmışdır. Buna neft-qaz sektorunda hasilatın 1,2 faiz düşməsi və qeyri-neft sektorundakı artımın 0,2 faizədək azalması səbəb olmuşdur.
Həmçinin cari ilin ilk rübündə inflyasiya orta hesabla 5,7 faiz təşkil edərək, Mərkəzi Bankın hədəf diapazonunun yuxarı həddinə yaxınlaşıb.
Hesabat dövründə ümumi fiskal profisit 2024-cü ildəki 4,1 faiz ÜDM göstəricisindən 2025-ci ildə təxminən 2,6 faizədək azalıb. Bununla belə, dövlət borcu və dövlət zəmanətli borclar ilin sonunda ÜDM-in 28 faizi həcmində olmaqla aşağı səviyyədə qalıb.
Cari əməliyyatlar hesabının profisiti isə 2024-cü ildəki 6,3 faizdən 2025-ci ildə ÜDM-in 4,6 faizinə düşüb. Bu iqtisadi mənzərə fonunda Mərkəzi Bankın və Azərbaycan Respublikası Dövlət Neft Fondunun (ARDNF) birgə xarici aktivləri artmaqda davam edərək 2025-ci ildə ÜDM-in 112 faizinə çatıb.
Hesabata əsasən, 2026-cı ilin əvvəlindəki zəif göstəricilərdən sonra real ÜDM artımı 2026-cı ildə 2,0 faizədək, 2027-ci ildə isə 2,5 faizədək yüksələcək. Bununla belə, iqtisadi artım perspektivləri karbohidrogen qiymətlərindən və hasilat həcmindən asılı olaraq qalır.
Sənəddə həmçinin vurğulanır ki, Yaxın Şərqdəki münaqişə fonunda qlobal enerji qiymətlərinin yüksəlməsi Azərbaycan üçün gözlənilməz əlavə gəlirlər yarada bilər. Bu isə regional münaqişənin mənfi təsirlərini neytrallaşdırmağa, iqtisadi artımı stimullaşdıran xərcləri və investisiya qoyuluşlarını dəstəkləməyə imkan verəcək.
Bundan əlavə, ABŞ-nin vasitəçiliyi ilə Ermənistanla əldə olunmuş sülh çərçivəsinin stimullaşdırdığı regional nəqliyyat-kommunikasiya və ticarət təşəbbüsləri, eləcə də
bərpaolunan enerji mənbələrinə davamlı irimiqyaslı investisiyalar ortamüddətli perspektivdə iqtisadi artımı və diversifikasiyanı sürətləndirə bilər.
